If you are using Gnome, open the Gnome Control Center, go to Hardware-->Mouse and see whether there is a "Touchpad" tab. If so, check the settings. In KDE, the equivalent functionality could be found in the KControlCenter, but I can't remember if there is such a thing in KDE 4.x.
Also, you might try booting without the USB mouse connected and seeing whether the Touchpad works then. It might also be worth a few minutes to see if there is some BIOS setting to turn off the touchpad if a mouse is sensed. I can't imagine that there would be, but it's worth a shot.

I tried it but it is not working yet...... There isn't any touchpad tab.

What exactly did you try and what exactly happened?
The more details you provide, the easier it is for others to help you.
Here's another thought: Try disconnecting the USB mouse and testing the touchpad while the system is running.
I may not be the best person to help you, because the touchpads on my Dells work just fine with or without a mouse connected.
By the way, I hate touchpads. Always have. Only ever seen one good touchpad, and it was attached to a junk computer.
Give me one of those IBM eraser thingees any day of the week and twice on Sundays.
My Laptop is HCL ME 45... Initially I installed window 7 in it..... Later on I need Ubuntu system so I installed Ubuntu 10.10 Netbook Edition...... after i installed it. I get disappointed because it's touchpad wasn't working.... and I didn't have any USB mouse too.... so i uninstalled Ubuntu..... but again I installed Ubuntu after I get the USB mouse.... Now the Usb mouse is working....But touchpad is not working.... afta that i open Window 7 in this laptop.... here touchpad is working well....
I have restarted computer manytimes with usb mouse attached, and without attached too. but it doesn't work..... and gnome control panel is also not running as it is advised above....
again discription of my system
Laptop = HCL ME 45
Operating system = Ubuntu 10.10(Touchpad is not working but usb mouse is working) / Window 7 (Touchpad/usb mouse is working well)..
It sounds like a Touchpad driver problem, but I don't know enough to help you farther.
Here's an idea. Open the Gnome Control Center. Go to Hardware-->Additional Drivers. See if it identifies any new drivers to install on your machine. Maybe it will find one for your touchpad.
