I was trying to use ``do-release-upgrade`` to get 20.04 LTS on the server, but failed to do so.
It seems that this is because https://changelogs.ubuntu.com/meta-release-lts doesn't contain 20.04, so ``do-release-upgrade`` is not aware of it.

As far as I understand it 'do-release-upgrade' is only possible when you're currently running 19.10 ON that server. An upgrade from i.e. 18.04 is not possible, you'll need a new install.
No, an upgrade from one LTS release to the next one was always supported by Ubuntu. But the file OP linked above is from Februar 2020, they probably haven't updated it yet.
Install update-manager-core if it is not already installed.
Make sure the Prompt line in /etc/update-manager/release-upgrades is set to 'normal' if you want non-LTS upgrades, or 'lts' if you only want LTS upgrades.
Launch the upgrade tool with the command sudo do-release-upgrade -d

Users of Ubuntu 19.10 will be offered an automatic upgrade to 20.04 LTS
via Update Manager shortly. Users of 18.04 LTS will be offered the
automatic upgrade when 20.04.1 LTS is released, which is scheduled for
July 23rd.
