Look at this screenshot and tell me how I do this please?

In the screen shot I am posting I am wondering How i get something such as the weather app and the CPU information APP docked to the desktop like that? I have Open Suse 10.2 and KXDOCKER but still do not know how to do that? Sorry if I sound dumb but I would really appreciate any help. I have been searching for a while now and cannot figure it out.
