grep -i hiber /etc/modules/*
gives
/etc/<...>CONFIG_ARCH_HIBERNATION_POSSIBLE=y
/etc/<...># CONFIG_HIBERNATION is not set
When I type
acpitool -s
at a command prompt, it's not recognised.
During shutdown I see the message ..."session is already saved"
Is that anything to do with hibernation?

yes , acpitool does not come with puppy by default , you need to install a glibc compatible acpitool package from somewhere :
There are several acpitool.pet on the forum ,

i had installed mine from the debian squeeze repository
http://packages.debian.org/squeeze/acpitool
