Is there was to access a file as a specific user instead of making the files readable to the world?

Yes - just set the group on the file to the user it will be run as. If it is for use with apache the user will probably be "nobody" or "apache" check your httpd.conf file to see the value for your system. The reason I say to use the group is that you can keep ownership of the file yourself.
