Is it possible that the external (on the Internet) IP address of the people who are experiencing this problem is changing -- perhaps because their connection passes through load-balancing routers or because their connection drops, comes back and picks up a different IP address from their ISP's DHCP srver?

If so then the problem may be caused by a security configuration in phpBB and the problem would have started after a phpBB upgrade introduced the feature.

That being the case, it's going to continue regardless of "Remember me ..." configuration, browser choice and so on but the LQ BBS admins may be able to a) confirm by finding the disconnections in the logs and b) change the security setting.

Your external IP changing would not cause you to be logged out, unless there was another factor such as a broken proxy contributing to the issue.

I'm sorry Jeremy. I had no idea that you were writing specifically about this BB and that you had "insider" knowledge; I thought you were writing about BB systems in general. The danger of making ASSumptions :-(.
