Running programs as Apache user


Hi,
I recently rented a dedicated server form one&one hosting.
It came with a fairly standard pre-installed apache/PHP/MySQL setup.

I have just installed GPG on the system and everything is running fine from the console. But what I really want is PHP to be able to run (and encypt using) GPG.

PHP reports that it is running as the apache user, so how do I allow that user to run GPG?

What (config file/directory) specifies the programs that apache can run? (it has the shell /bin/false in the passwd file)
