cannot lock locale archive "/usr/lib64/locale/locale-archive": Permission denied when building Multilib Cross Linux from Scratch

I'm building a Multilib Cross Linux from Scratch system on an Athlon64. I just installed Glibc 2.27 64 bit libraries and I get the following error when I run "make localedata/install-locales":
Quote:
cannot lock locale archive "/usr/lib64/locale/locale-archive": Permission denied
I have Kernel headers 4.17, Binutils 2.30, GCC 8.1.0, and Glibc 2.27. Any help will be appreciated.

Thank you,
Gunnersky2002.

Are you running this as root? If not try it with root.
