User can't check email?

I have a new email user who can't check his email account and I'm unsure why it is.

I created the user as I creaded all my other users, have sent the account messages and it's receiving them, but you can't log in and check the mail via POP. Attemping to do so with Outlook results in a failed connection.

I have created several accounts fresh, and all result in the same message, I have taken a computer with a working setup, changed the username and password to the new account, and it fails, change it back to the working one and it works again.

I then SSH'd to a box, then telnet'ed to the mail server on port 110 (POP3) and issued the USER and PASS commands with the proper credentials, and it accepted the username and password. However immediately after accepting the password, it closed the connection and dumped me.

Here are the last few lines from /var/log/messages in case it helps:

Change SELINUX config from enforcing to permissive.
