Hey guys problem solved, i found the solution in the UBUNTU forums. You have to execute this whole command in the terminal

sudo /etc/init.d/vsftpd start
how come it wont work if you just type in "vsftpd start" as root in any directory or by going to init.d directory and execute their, since the vsftpd's directory is automatically in the PATH...
Have a look at the file in /etc/init.d and you'll see it passes various options to the deamon that aren't passed if you just run it in /sbin or wherever it lives.
You would get the same result as the full version if you entered
cd /etc/init.d
./vsftpd start
Note that typing vsftpd start is not the same as ./vsftpd start
