I am downloading 15.1 which is the stable version. Are there problems with that as well?

You could pick a mirror close to you from https://mirrors.opensuse.org/ and try again. The redirector used for download.opensuse.org is going through some teething trouble since a major change in location of the primary servers began several weeks ago. Off to bed soon.

No it's gone again. Can I just change the URL in the pop up and ask it to retry

Ok having trouble figuring out a mirror site, for instance the mirror for India links to https://estointernet.in/ which doesn't seem to have any Linux repos

Depends whether doing a NET install, which is what OP seems to be doing, or wanting to install from burned DVD iso, which when booted from should not care whether network is functional.

It's seriously past bed time....
