I think you can change this from the KDE control panel, under 'login manager'. If not, check out the file /usr/share/config/kdm/kdmrc, if you have it. (you could try 'locate kdmrc' if it's not there). In there is a line something like:
For the screen behind the log in panel, go to Control Center->Sys Admin->LogIn Manager->Background. You can browse to any graphic you want. For the KDE start up splash, go to kde-look.org. They have screens and instructions.
Nope thats not it either
Its a distinct blue COLOR back ground
I can see it turn a blue background just before my black linux tux background for my login screen pops-up and after i log in there is about 5 seconds of that same blue background before my black KDE theme kicks in
During that 5 seconds My custom splash pops up (which is also black but it clashes bigtime with this horrible default blue colored back ground
I have checked every setting there is and have been unable to locate exactly where it is pulling it from.
Im getting the Idea noone knows what im talking

You didn't mention whether you tried using the KDE control center ('kcontrol' from the command line) to change the background color. Under System->Login Manager, on the Background tab, there is an option for choosing a background color. By default, it's blue.
Yeah unfortunatley I tried that too
I set it to non-graphical login and changed the background to black
restarted (still blue) then changed back to graphical and same thing
Blue background
The blue blackground loads before the Login THeme cause i can see it flash blue just before the login screen loads up
So i think its an X configuration somewhere and maybe not KDE at all
Start thingy then Configuration then KDE Control Center. Expand System then click Login Manager. Enter the admin mode as root then click Background tab. Click the blue in color 1 and change it to what you want. I chose black to, go figure.
