Question Desktop Preferences on RedHat 9.0

I was just wondering if there is something buggy going on with my RedHat 9.0 distribution.
I used to have 7.3 installed, and there seemed to be a lot more opportunities to customize my desktop, panels, backgrounds and other preferences.
Can anyone tell me if I can still personalize my desktop in those ways?
For instance, I would like to setup my desktop to act like a UNIX desktop, where single clicking opens folders or activates icon programs.

Thanks for the help!

P.S. I am running kernel 2.4.20-19.9, if that matters.

I don't know how to configure in GNOME.
But in KDE,

Go to

KDE control center -> Peripherals -> mouse
and choose "Single click to open files and folders".

And you can also configure "Focus follow mouse" like in Unix,
KDE control center -> Window behaviour
and choose "Focus follows mouse".

For single vs double click, open up nautilus and set it in that programs pref window.
