ADSL upstream problems.

Hi, I'm having problems with my ADSL connection on a Fedora machine.
Downstream is fine, but upstream is v. slow - about 50kb/s
Using the same connection connected directly to a windows XP box returns an upstream rating of 250 kb/s. So why is it so bad on my Fedora box ? Is it something to do with my routing table ?
route -n ...

Not sure why the 169.254.0.0 line is there, but I can't work out how to delete it.
I also can't remember where the 217.47.133.202 bit is set, to try different addresses to see if this makes a difference.

Am I barking up the complete wrong tree here. I'm using a BT openworld connection.

I had a similar problem testing the connection on various web sites that test the speed of DSL connections. They all seemed to lie!!!!!

In the end I mailed a large file to another one of my mail boxes and timed how much time it took.
