set the boot flag on partition 3
open a terminal
Code:
sudo nano /boot/grub/custom.cfg
copy this into it
Code:
menuentry 'Windows 7 test' {
set root='(hd0,3)'
chainloader +1
}
ctrl-x y to save
reboot select the "windows 7 test" entry and boot.
If it doesn't work, reboot, highlight "windows 7 test" change the 3 to a 4 and try again.
If that fails, set the boot flag onto partition 4, and try again.

Thank you all for your time and help with these issues. In the end I wiped all the partitions, made a fresh install of Mint 21.2, boosted memory from 16gb to 32 gb and installed windows 10 in virtual box.

Not only was my linux/windows10 dual boot setup built from a windows 7/8/10 upgrade but my Mint started out as 12 or maybe 14 and over the years I added many third party packages that prevented me from upgrading to 21.2 from 20.3. It appeared that the potential fix was taking me deep into the bowls of fixing the windows system.

I certainly have learned a lot from your help and gained some confidence in working with these symptoms. I am grateful for the help and didn't want to leave this thread open ended without letting you know.

Machine is really slick now!

Third party packages often are problematic when upgrading and one possible solution is to comment out the 3rd party package entries in the /etc/apt/sources.list file. Do this by placing a # at the beginning of the lines of the 3rd party entries. That being said, I believe doing a new install as you did is the best and least problematic option.
