Reinstalled LM 17.3 Cinnamon. Same as above except the Computer and Home icons are now back on the desktop.

Installed LM 17. 3 Xfce. Problems have resolved.

Try fixing the resolution to the new monitor and see if that helps.
It could be that the resolution is too high.

From your description of the applications not launching and the directories aren't there it sounds like a bug with Cinnamon. I would install the KDE DE or Mate as Cinnamon has had problems in the past.

I like XFCE too.
