USB-C video/audio input to laptop not working in Linux Mint

I'm trying to digitize some old tapes, so I got an RCA-to-HDMI adapter. Pretty sure the HDMI port on the laptop is output-only, so I got an HDMI-to-USB-C adapter that's supposed to work 2-way. (I had to settle on using the two together because there's no RCA-to-USB-C that I or the people at Best Buy could find.)

When I plug it in, I get the USB connect sound, but that's it. It doesn't show up in OBS, the program I use to record video, or in "Computer", Desktop, or anything. I tried doing it in Windows 10, but I didn't even get the USB sound that time.

The input may not be configured if not active at the time it is connected.

What I use is an hauppauge pvr video recorder that is seen here.
While not perfect, and does require use of windows to actually do the recording it works well. Has both rca AV input and HDMI input with HDMI output. It can be used with almost any input and the quality of the recording is configurable.
