Shrubmod Permission Problem

Well ill admit right of the bat I did my first linux install last night i got the
ET 2.60 server up with the shrubmod 1.2-TEST13 but when I try and access basic comands that any user on the server should have I get

you do not have sufficient privileges to use this command

for example !help or any other command in the shrub cfg

I also set myself as a level 5 and that wouldnt work either any help will be greatly appreciated.
