eOS Pantheon not showing user accounts, yet exist in system via terminal


On one of two eOS Juno workstations, Pantheon no longer shows any user accounts via System Settings > User Accounts, nor at the power button in the far right of wingpanel. I can see the user accounts via a terminal session. I also installed gnome-system-tools for a GUI based user account management, which also sees user accounts.

The only changes I made was to install Chromium browser and Skype. Skype wouldn't work, so I completely removed it via Synaptic.

Suggestions/advice welcome.
