We probably should but I haven't been paying any attention to it. Anyways added version palemoon_28.10.0-2 to the repos.

Ive found with almost all software in ubuntu or bodhi repos, if you want the latest version, add the PPA. This includes palemoon.

Don't know what to say about that. It is their choice to do so. As Tom Wolfe wrote in The Electric Kool-Aid Acid Test, "You're either on the bus or off the bus." I suppose they are off that bus. They are still plenty of ways to support them if you wish to do so.
