As garpu stated, it was moved to extra/. This happened in 2019 due to licensing along with a few other programs.

"display" has taken over quick-image-display duties for me (it comes with imagemagick, so is installed by default).
I don't do anything complicated with it, but it displays many file types, including svg. And fewer security worries for untrusted files (xv doesn't appear to have been updated for about 20 years).
