I rebooted my original slackware that was making noise and I realized I haven't actually tried to change the performance to powersave. That instantly solved it. Thanks!

It's interesting how every system is set-up differently because these are basically experts who know the kernel well, yet they decide what is best I guess.

You can set the right cpu governor in /etc/default/cpufreq to avoid having to run the rc script every time you boot.

Thanks, I quickly went to put that in my startup script lol. I don't use rc.local because there are things that it won't load before xfce is up so have to do that afterwards.

The noise is probably coil whine. Switching to a lower performance level could reduce the current drawn and help with the noise.

My Dell Latitude 7280 was also making a hell of a noise, even in powersave mode. Following the superglue method suggested here, I managed to reduce it to almost none (but you should try it at your own risk, of course!).
