Are you sure you downloaded the correct emacs package (32-bit or 64-bit)?
EDIT: Oh, I see you're running 15.0. Even the "correct" package probably won't work on 15.0 as it was compiled against a newer glibc. If you want the new emacs on 15.0, you'll need to download the build stuff from source/e/emacs and run ./emacs.SlackBuild to recompile it on 15.0.

Yes, to build packages from source you will need the development tools. The recomended way to install Slackware is to do a full install. Also all those third party packages from slackbuild.orgs assumes a full install.
