Need help setting up Speakeasy

I'm trying to switch from Cablemodem to Speakeasy DSL with a static IP. My rc.inet1.conf file looks like this:

ONBOOT="yes"
IPADDR[0]="xx.xx.xx.xx"
NETMASK[0]="255.255.255.0"
USE_DHCP[0]=""
DHCP_HOSTNAME[0]=""

and further down in the file is

GATEWAY="xx.xx.xx.xx"

without the "[0]".

Also, something seems to be resetting my resolv.conf file. I changed it to Speakeasy's DNS nameservers, but when I rebooted, it was set to Roadrunner's nameservers. How can I fix this?
