It was all going on in Israel since at least 63BCE when Gnaeus Pompeius conquered Jerusalem. Romans would yhave been getting drunk & giving each other gifts, etc.
The Solstice is the 21st. But on the 22nd, the sun rises 4 minutes earlier and sets 2 minutes eartlier. So It isn't until a few days after the solstice (25th) that the solstice has clearly past, at which point they partied.
The funny thing was that any Jew or Christian taking part in that celebration would have been viewed as apostate, and treated accordingly.
