if you're using KDE, KDict might be what you want.

Install dict and dictd (the server for when not connected to internet) and related dictionary packages you want here is what a search in Debian comes up with.

Stardict is also very nice
because when surfing, you can get direct translation of the word.

ENG -> FRENCH ??
