Debian jessie NTP server sync to windows ntp server question

I installed ntpd on debian jessie.
I had read many information on internet.

In server this option , when i set a windows ntp server's IP , it won't sync to that ntp server ,but i set a linux ntp server's IP , it can sync.

I use tcpdump to look interface , it also send "ntpv3,client" to windows ntp server , and receive "ntpv3,client" from server.

I don't know where is warning and how to solve it.

So please get me a help! Thank!

I find some usefull information.
That seems to because windows server use sntp protocol but linux use ntp protocol.
So that sync occur error.
Now I have another question how to linux use sntp protocol?
Or windows server how to use ntp protocol ?
