I think you are talking about X network connections. Presumably if you are locking X, you don't want any new X sessions. You can change this behaviour with appropriate combinations of the
remote and
allowaccess flags.

It is only a security hazard if you expect to use xlock to prevent all access to the machine... xlock doesn't add extra protection over the normal password authentication, it is just a useful way of locking the X session without having to log out.
