Can you tell us what "doesn't work" on bluetooth?

From what you have posted, it looks like the software to operate your host controller is there. Normally you would need to pair a device before you do anything else. Have you tried to pair a device? If so, what happened?
Please be specific.

If you have a device paired, what else doesn't work?

yes, but I cannot connect the bluetooth to my device, which means I cannot access the Bluetooth settings, and I cannot diagnose the problem.

[OFF-TOPIC(we hope:)]By Debian 11 do you mean Kali? In which case Bluetooth is probably for the big girls n boys?
[/OFF-TOPIC()]

Did you install a desktop and default to Gnome?
Example searches: bluetooth settings in Gnome, or Debian Gnome documentation on bluetooth

Kali is not Debian 11!

Kali is a rolling distro that uses Debian Testing repos.

It is also an advanced distro aimed at professional pen testers and security auditors.

Since you're not one, you should switch to a different distro that doesn't deliberately disable Bluetooth.

I forget if bluetooth was on with KDE or Gnome by default but my netinst with Xfce needed setup: Xfce enable bluetooth
