ValueWeb is not a bad choice for domain registration and web hosting, if you have very limited budget.
Facts about the real cheap ones:
They're usually resellers of Networksolutions, and their DNS propagation is not as fast.
Some of them sell your personal information so that you'll get junk email. One particular provider (can't remember the name) somehow messed up their system and my domain disappeared from the Internet for 1 day!
So if the price is too low to be true...watch out! You get what you pay for.
