Telnet on Red Hat 8.0

Need Help. I've installed RH 8.0 ... and telnet server... also modified /etc/xinetd.d/telnet and set disable = no. Have even reduced my firewall security to NONE and still receive 'Connection Refused' on my clients. What's so different about 8.0 vs 7.2/7.3? Any other suggestions?

Thanks...SAW
