I've not used this option, but according to
the pppd man page, the option (as I understand it) causes
pppd to
not exit when the connection terminates, but to attempt to reestablish the connection.

However, if it can't reestablish because you are out of range, I am not sure what would happen. Probably depends on other options. But you might end up putting
pppd into a fairly tight loop, or it might exit with an error.
