I have samba installed on my RH also i build a lan between my Win98 PC and my Linux PC.
my win PC name is : Amd500
my linux PC name is: server1
when using smbclient -L Amd500
Regardless, the Linux box should be broadcasting it's name on the network to populate the Network Neighborhood listing on the Windows 98 machine, even if smbpasswd hasn't been setup yet.
Ensure that your Samba daemon is running (you can always use smbclient, even if your Samba daemon isn't running): '/etc/rc.d/init.d/smb status'. Ensure that your Windows 98 machine and Linux machine are both in the same workgroup.
You do not need DNS or WINS for such a basic environment, and can utilize the NetBIOS broadcasts to maintain name resolution as far as Samba/Network Neighborhood is concerned.

All the things you said are setup correctlly.
What i added was to turn off the ipchains and iptables,
As i saw in other threads that could lead to firewall problems,
and oops it works the win98 find my linux server.
Well now i am without firewall and i am planing to run it back.
do i need both iptables and ipchains ??
Because you're probably using RedHat 7 (only one with native support for either), stick with iptables. ipchains is only kicking around for legacy support.
