broadcast message to all

how to send broadcast message to all users, that are connected to the server? wht i received was a small window on the top of my gui stating "Broadcast message from xyz@abc.com . where abc is the name of the server to which i am connected. and all the users got the same message. the adminstrator was connected to the server through telnet.
how did he do that. do only root users have this access or all the users. ??

Without know what gui program is running, I would suspect the UNIX write command. Take a look at these programs: write, wall, message, and talk. Permissions are locally defined.

k. regardgin teh gui, all teh users are running the x from the server. that is all the usres are made to telnet to the server to start x and kde. now when the administrator who was connected from a remote machine via telnet sent the broadcast, all the users had a pop up of kwited a amsall window with his message in it.
can u explain to me wht exactly happened. i looked at talk command but it didn mention anything regarding the broadcast to all users. but yes that can be used to send to a the domain which in this case was users.
yes forgot to mention the distro we r using slackware 9.1
