Nope, its not. There is always other options. Track down whoever set the BIOS password then hit them with a wrench untill they tell you the password.

Secure boot has nothing to do with BIOS passwords.

No, but it will mean that it will be increasingly more difficult to grab some cast-off box and put it to use without the need to get around passwords and all sorts of "security" things.

Possibly, though from the way things are going it looks like it will be possible to isntall at least some linux distros on (x86) computers with secure boot, even those without a way to disable secure boot.
