Have you tried to boot the menu entries under advance options?

Does the recovery mode option boot without any changes?

Isn't Recovery Mode just another way of offering a Command Line editor?

Edit the grub menu again and change the linux line to this after ro, noresume nomodeset video=1024x768

The only other thing I can suggest is a re-install, but you have already done that.
Maybe google how to chroot into the system and regenerate the /boot/initrd.img-5.0.0-32-generic file

If it boots into recovery mode with no problems it may be a graphics card problem of some sort.

The video=1024x768 is more for testing if it is a screen resolution problem.

Tried that. Still stuck at blinking cursor after "Loading" message.
I can run Linux from a live drive fine on this machine. It's just the bootloader that seems problematic

You're getting to the bootloader, the problem is when the system attempts to boot. If you are able to boot into recovery mode and get to the recovery menu, run dpkg
