Perhaps you should ask Gnome and their crazy developers. They seem to pick what they think is right for you instead of allowing users and feedback to drive the project. I use to like Gnome myself but will use Flux or XFce instead nowadays. But then again, most of my work is on the CLI, so it really doesn't affect me either way.

I am thinking the same. But apparently, the community says : who cares about this. It is fine for newbies. Isn't Kde much well polished than Gnome, e.g. KDE 4 ?
(indic.: Sawfish has less themes than Gnome)
Metacity wasn't in Gnome before, it was Sawfish.
Sawfish is more complete for 'tuning'.

But the question has to be "which community?"

The point of Metacity is to be reasonably small and very stable. It is not designed to have every feature ever put into every window manager. If it did, it would be neither small nor stable.
Most people do not care about window managers, and do not want to care. If you care about window managers and you have decided that you prefer kwin, then run kwin by all means. You can even run kwin with GNOME.

Whether KDE (as a whole) or GNOME is "more polished" (whatever that means) is a matter of opinion. But I think asking whether asking about KDE 4, a system that has undergone one of its largest overhauls eleven days ago, is more polished than a desktop which has been growing organically for years is rather a silly question.
