tune2fs Q - how to set count

I've been trying to set the max count for tune2fs at boot but I cant seem to get the syntax correct.
Which file controls this program? What is the proper syntax for setting it at 15? Thanks for your response.

Have you tried?
tune2fs -c 15 /dev/hda1

(Change /dev/hda1 to the desired device)

You need to be logged in as root.
