Where is the "proper" (for lack of a better word) place to untar or
unzip an archive? I've been downloading to /tmp and then ungzip /taring them into subdirectories under /tmp/.
I configure, make, make install, and then just sit tight until the files that aren't being accessed get dumped from /tmp. Is this the right way or should I put them under/usr/local?

Usually anything I compile from source is kept in /usr/local/src as /tmp can be cleaned or wiped from time to time on most systems, hence the reason it's called tmp, for temporary files.
In most cases, /usr/local/src is for applications for all users and /usr/src is for programs just for root. But it's your machine, there's nothing saying you do is wrong, it's just a matter of preferences and opinion really.
i do almost everything in my /home directory - download files, untar archives, compile, etc. im the only one that uses my pc, but after i untar/make/install an app, the source and tar files get thrown in the trash. i rarely ever use them after that, and if i do end up needing them i can easily download it again.
but like trickykid said, its your machine, do whatever makes sense to you.
