Smile CHMOD files for all users as root, how?!

I tried:

chmod 755 /root/desktop/Oempas

I have a feeling there is supposed to be something else, but I'm not sure..

Well, regular users cannot access /root without you giving them read access to it as well (bad idea). I would move whatever that is to a user-accessible directory like /usr/share then chmod it to 755. That's a script or an executable program, right?
