In my production server(Ubuntu 11.04), When I try to install any package by running 'sudo apt-get install packagename' It gives error saying "E: unable to locate packagename". Can anyone help me to get out from this error. So I can't run 'apr-get upgrade'

Not surprised, since Ubuntu 11.04 reached end of life *FOURTEEN YEARS AGO*. Why on earth are you trying to install something so old, or still USING something so old??? You're getting that error because you can't update it, period.
how could you install "fresh Ubuntu 11.04" at all? As it was mentioned all the repositories were removed, you cannot update/upgrade it any more.
Anyway, you need to install ubuntu 22 or something similar and move/adapt your production environment to the new OS.
I don't know your hardware, probably you will need to get another one. Most probably your old computer is not really suitable for the new OS.
And don't forget, make a working(!) backup first.
+100. Make sure you have all your data files backed up before installing a 'fresh' 22.04 LTS system and restoring your data. You may need to upgrade your hardware if you go this route though. Now if your 11.04 system is 'needed', you'll just have to leave as is, buy a new system and do a normal migration to the newer platform when ready.
I assume the OP still has the same CD/DVD used to install version 11 the first time. Plus you can still download the ISO file.
As posted 11.04 went end of life in 2012. The repository is no longer active which is why you can not run apt-get.
Whatever you want to install may or may not be on the original CD/DVD but you should install a newer version of Ubuntu (depending on the hardware specifications).

Great; and you still can't update it and it's still well over a decade out of service and full of security holes at this time. If you're seriously running this in a company, on a PRODUCTION SERVER, there are so many things wrong it's not even funny.
In this ase i think that the OP should probably backup his/her crucial and important personal and system wide files such as configuration files that have been altered in his/her operating theater.
