The 700MB live cd is a compressed filesystem, installing about 2GB.
Ubuntu 7.10 will install 1112 packages from the cd.
Ubuntu 8.04 1126 packages.
It is an advantage to have a working internet while installing.
To get more packages: 1) The minute after installing. 2)Internet cafe.
3) Or bye a set of cd's
Security updating is really no issue without internet.
Yes but unfortunately the cd is poor in multimedia codecs and players. You'll probably need to connect to the internet at least once if you want to playback media. But it is good enough to get you started.
I've installed both Ubuntu 7.10 and Xubuntu 8.04 without an internet connection. Both went flawlessly. If you verify the checksums and burn at a slow rate, the CD should be fine. I've had a great workable system both times.
A connection is necessary to install the "nice-to-haves", but you can hit the ground running with a CD install.
The default installation will not allow you to compile softwares from source if you need to anytime. You will need to connect to net atleast once you install build-essential package that is necessary to compile the source packages.
You will also need to connect to net to get the audio and video codecs.
Do you currently use Ubuntu? If so, this might be just what you're looking for.. Its basically a way to install all applications on another installation, to a CD/DVD, and use that CD/DVD to install on another system.. This of course, could include multimedia codecs, programs you like to add, etc.

Some stuff, like build-essential, is on the regular install CD. All you have to do is in your System/Admin/Software sources, at the bottom of the software sources tab, click 'CDRom of Ubuntu'... and it will give you a list of packages you can install off the CDRom.
I have a laptop that I never connect to the internet during install, but when I get instaled, I install build-essential from CD, then from files I have w/ my backup, install madwifi to get my wireless working.
