What does this have to do with Ubuntu, except that Ubuntu is the distribution your profile indicates that you use?

Same questions and comments as BW-userx.

From whichever sourceforge project you downloaded that from, there typically would be a readme or other documentation to discuss the content of the files that someone placed there.

From wherever you obtained a link, there was likely a purpose why the link was recommended to you. One would assume that there would be accompanying information available for why you were being advised to download it.

Those two statements are me questioning your choice to download something where you don't appear to have the knowledge about what to do with it.

wufo, Please type the command `file foo.bin', where foo.bin is your file, and provide the result.

Example:
$ file foo.bin
foo.bin: Zip archive data, at least v2.0 to extract
