I don't use GNOME. If you right click on the Firefox icon on the dash, is there a Properties option and, if so, what does it list for the associated command line?

If I right click on the FF icon I get
All Windows
Open a New Window
Open a New Private Window
Remove from favorites
Show Details
Quit
If I click on show details it opens Ubuntu Software.
Ok, sorry, I'll need to leave you in the hands of someone who knows more about GNOME. What it does look like though is that the version of Firefox on the dash runs Firefox directly without recourse to the firefox.desktop file.
You could always create your own custom launcher on the desktop and drag it onto the dash to see if that works.
According to the above link I am supposed to add items to favorite bar by going to activities.

No problem at all. Yes, you created the dash item the correct way as far as I can see. What I'm suggesting, although I'm not a GNOME user and no real authority on the subject, is that if something doesn't work then try another way to do it.
Searching on the web for "ubuntu 18.04 create desktop launcher" returns the following page:
Work through it and create a desktop launcher that calls Firefox with Firejail incorporated in the command. Test it and see if it works. If it does, try dragging the launcher onto the dash.
