I believe this is a direct change imposed upon Red Hat from IBM. When I was there, IBM was moving all of its development processes to Jira. It is OK, but creating requests are loaded with required bureaucratic settings.

When I had to create a Jira Request, it was impossible to select the correct items from the many multiples of popups we are required to set before saving, same for my users. Most of the time I failed and to get it correct after days of trying.

So in many cases, I started working around Jira with my users just to get their issues corrected quickly, I just made sure I kept in contact with them.

Jira used to be ok. (The ease with which an issue could be created depended on how things were setup.)

However a few years back Atlassian re-wrote things, and the last version of Jira I used was a bloated and confusing mess.
