It very much depends on what standards one is discussing and what the target is.
Massachusetts want OPEN standards. I don't think there was ever any mention of how many.
There are many cases where the existence of multiple standards is a good thing. Take electrical ones. There are different standards for normal and explosive-atmosphere environments. The latter is a more expensive standard so why use it in a normal environment?
As long as document standards are open it is almost (but not quite) irrelevant how many there are. Evolution will look after the rest.
