I advice against enabling root logins on FTP (that's really risky), and it's obviously configured that way - I'd leave it like that, it's a good thing! There's bound to be some way to tweak your FTP daemon's configuration in order to give users a reasonable amount of file manipulation power.
If you have access to the box, try to find out which FTP is running and where the configuration files are located. I don't have access to a
(Open)Solaris box, but I'd say it's just a matter of adjusting the config file and restarting the daemon.
