I unpacked the file with Cygwin
zstd -d slarm64-current-aarch64-server-x96_max_plus-5.16.6-build-20220205.img.zst
to slarm64-current-aarch64-server-x96_max_plus-5.16.6-build-20220205.img
then I copied it to a USB pendrive and it doesn't turn on whether it's the AV switch or the GND pin.
Where am I going wrong?

The image should not only be copy to the disk, but to write down as an image. It is necessary to enable the multi-polling described in the "Enable Multi-Boot Mode" section.
