setting up dsl for a user


I have two accounts setup on my computer one is a regular user and the other one is root, how could I enable dsl internet access on the account that is not root? I would appreciate the help?

If it works for root it should work for users. Maybe users don't have permission to read /etc/resolv.conf?

It doesn't work for users I do not think I have the proper permissions set. How could I do this?
