Installing 15.0 on Dell Latitude E5410: booting sometimes hangs when loading ntpd

A clean installation of 15.0 sometimes hangs when booting the generic kernel.

After the date and time the last line reads:
[ntpd 1109]: Listening on routing socket fd #20 for interface updates

What might cause this? Could it be a hardware issue on this laptop which worked well running all versions through 14.2?

This must be a difference between the 4.x kernels and the 5.15.19 kernel in 15.0. After turning on the Dell I walked away to prepare lunch. When I looked at the computer it had finished booting.

Obviously, in prior attempts I didn't wait a sufficient time.
